Is JBCHC available to any homeowner/house?

Yes, it’s open to any homeowner and homes of any age.

How much is the JBCHC subscription fee?

The monthly subscription fee is based on the age of the home and location (the older or further away, the higher the cost). Repairs and upgrades are explicitly quoted separately.
